I couldn’t pass it down

It is a blend of “pass it up” (skip or ignore) and “turn it down” (to reject something). The directions “up” and “down” in the idioms no doubt caused the confusion. I have a hard time knowing what’s up and what’s down these days myself. A big thanks to John Kooser who spotted this one!
